Emily V. Bell is an Assistant Professor in the Department of Public Administration and Policy at the SPIA. Her work examines cognition and representation in the policy process and collaborative governance. Dr. Bell focuses, specifically, on local and regional water- and energy-related decision-making processes to build theory and develop new knowledge for actors collectively navigating uncertainty and complexity in planning, management, and policy innovation.
