Dr. Igor Alekseevich Khripunov of Athens, Georgia, passed away on February 10, 2026, at Piedmont Athens Regional Hospital, surrounded by his family.

Born on May 26, 1946, in Moscow, Russia, Dr. Khripunov became a distinguished scholar and diplomat whose career bridged nations and advanced global peace. A graduate of the Moscow State Institute of Foreign Languages in 1970 and the Moscow Diplomatic Academy in 1983, he served with distinction in the United Nations Secretariat in New York and later in the Soviet Foreign Ministry during the era of U.S.鈥揝oviet d茅tente. Dr. Khripunov played a vital role in numerous nuclear arms control and disarmament negotiations, making lasting contributions to international security and U.S.鈥揝oviet relations.

Following his diplomatic service, which included an assignment at the Soviet Embassy in Washington, D.C., Dr. Khripunov retired from government work in 1992 and joined the 快猫短视频鈥檚 Center for East鈥揥est Trade Policy. Over the next several decades, he dedicated himself to teaching, mentoring, and scholarship, helping bring both the University and the State of Georgia to the international stage. At UGA, he served in several capacities, including Adjunct Professor, Director of the Center for International Trade and Security, and founding Editor-in-Chief of the 1540 Compass, a journal produced in cooperation with the United Nations Office of Disarmament Affairs.

Dr. Khripunov was deeply engaged in work with the International Atomic Energy Agency and is widely regarded as a founding figure in the field of nuclear security culture, specifically the subject of the human factor in nuclear security. His research and writing profoundly influenced how the world approaches nuclear safety today. Dr. Khripunov recently published a book entitled 鈥淗uman Factor in Nuclear Security,鈥 a compilation of his life鈥檚 work and his longstanding contributions to the nuclear safety and security field. He is also a recent recipient of a prestigious Vincent J. Devito Distinguished Service Award from the Institute of Nuclear Materials Management.

He retired from the 快猫短视频 in 2018.

In his personal life he was a loving husband and father with a unique sense of humor and contagious optimism. He cherished lifelong friendships and talented colleagues, had an impeccable work ethic, insatiable thirst for knowledge, and a drive to excel in everything he did.

Dr. Khripunov is survived by his loving wife, Irina; daughters, Ekaterina (with husband Wilhelm) and Darya; and grandsons, Alexander and Maximilian.

The naming was made possible through a generous gift from the Ed and Robin Benson Foundation in memory of Robin鈥檚 late husband, Howard Edsel 鈥淓d鈥 Benson, and in tribute to Gary Bertsch, the founding director of the center. 快猫短视频 graduate Sean Manning (AB ’25) has been awarded the prestigious Herbert Scoville Jr. Peace Fellowship for fall 2025. Since 1987, the Scoville Fellowship has supported emerging professionals in the field of international peace and security, providing them with the opportunity to work with leading policy organizations in Washington, D.C.

A native of Hahira, Georgia, just outside Valdosta, Sean鈥檚 passion for international affairs took root early through high school speech and debate and Model United Nations. His path to UGA鈥攁nd to the School of Public and International Affairs (快猫短视频)鈥攚as marked by a clear sense of direction. 鈥淚 came in as an intended international affairs major from the start,鈥 he said. 鈥淚 was a 快猫短视频 Dawg all the way.鈥

At UGA, Sean pursued a double major in International Affairs and Economics, combining global policy with a foundation in analytical tools. But it was his involvement with the Security Leadership Program (SLP) and mentorship from Dr. Maryann Gallagher that truly crystallized his professional goals. Through her, he was introduced to the critical field of energy security, a topic he connected to personally.

鈥淕rowing up in South Georgia, hurricanes could leave us without power for weeks. It always struck me how fragile our energy systems were, even in a country as developed as ours,鈥 he explained. That curiosity led him to nuclear energy policy鈥攁nd eventually to the broader world of nonproliferation and arms control.

Sean鈥檚 academic and experiential trajectory has taken him across the country. In Summer 2023, he participated in a fellowship at the James Martin Center for Nonproliferation Studies in Monterey, California, where he engaged deeply with leading experts in nuclear arms control. The following summer, he worked as a contractor with the Defense Threat Reduction Agency, gaining first-hand experience in federal-level policy implementation. While that experience affirmed his passion for the field, it also helped him identify what kind of work best fit his goals.

鈥淚 love research, but my true passion is advocacy,鈥 Sean said. 鈥淭he Scoville Fellowship gives me the chance to be where the rubber meets the road鈥攅ngaging with the policy process on Capitol Hill and seeing how change is actually made.鈥

As part of the fellowship, Sean will be working with the Union of Concerned Scientists, where he鈥檒l focus on the U.S. defense and nuclear budgets. His work will also involve attending congressional budget hearings and supporting working groups engaged in arms control policy.

For Sean, the opportunity to move to Washington, D.C., is a dream made possible by the fellowship. 鈥淭he cost of living in D.C. can be a real barrier,鈥 he said. 鈥淪coville makes this possible for people like me who are passionate about the field but wouldn鈥檛 otherwise have the financial backing to just move to D.C. for an internship.鈥

His goals during the fellowship are clear: deepen his understanding of the defense budget, expand his network, and contribute meaningfully to advocacy efforts that connect national security decisions to the everyday lives of people.

Sean credits much of his success to the people and programs at SPIA. 鈥淒r. Gallagher is just the best鈥攕he opened so many doors for me,鈥 he said. 鈥淎nd 快猫短视频 has really prepared me to thrive in these spaces. I鈥檝e been in rooms with people from Ivy League schools, and I felt ready. 快猫短视频 is punching above its weight.鈥

In addition to his academic and research commitments, Sean was active in Student Government for all four years and was a leading member of UGA鈥檚 highly respected Model UN team鈥攐ne of the oldest in the country. These experiences helped hone his soft skills, confidence, and professional poise. 鈥淚 learned how to advocate, how to write and speak effectively, and how to take initiative.鈥

New Double Dawgs program offers students a path toward leadership positions in various fields

Engineering majors with an interest in energy policy and technology have an opportunity to pursue a unique Double Dawgs pathway offered through the 快猫短视频 College of Engineering and the School of Public and International Affairs.

The Bachelor of Science in Mechanical Engineering (BSME)/Master of International Policy (MIP) Double Dawgs program provides students with a unique path toward leadership positions in the energy industry or in government or research positions.

鈥淥ur new, interdisciplinary master鈥檚 program provides students with a first-of-its-kind merger of STEM education that emphasizes coursework on the production and use of energy for power generation, such as from nuclear power, and transportation energy, including combustion, and thermodynamics courses, with policy-focused work within 快猫短视频 such as data analytics and research methods in the international policy domain,鈥 said associate professor Brandon Rotavera. 鈥淭his effort distinguishes the 快猫短视频 in the energy policy domain, as our program will produce engineering students steeped in technical training with an expanded skill set that will enable them to contribute to solutions for pressing problems facing our country.鈥

鈥淭he MIP offers engineering majors a direct path to careers across the national security enterprise,鈥 said director Joshua Massey. Each year MIP graduates join a variety of U.S. government agencies such as the Departments of State, Commerce, Energy and Defense, as well as the intelligence community. Other graduates elect to enter private industry with consulting firms, government contractors, think tanks and nonprofits.

Understanding the science behind the policy

The heart of the program lies in its interdisciplinary approach, which combines the technical rigor of mechanical engineering with a comprehensive understanding of international policy focused on issues of energy security, human security, nonproliferation and strategic trade. This integration allows students to bridge the gap between scientific theory and policy-making, equipping them with the tools to address complex policy challenges.

鈥淭he Double Dawgs pathway is designed to produce graduates who are not only technically proficient, but also adept at navigating the regulatory and policy landscapes that influence energy technology and deployment and inform energy policy decisions that impact our national security,鈥 said David Gattie, associate professor in the College of Engineering and Senior Fellow with UGA鈥檚 Center for International Trade & Security. 鈥淥ur graduates will be prepared to lead in the development and implementation of robust energy solutions in a geopolitically complex 21st century.鈥

A pathway to leadership in the energy field

Graduates of the program will be well-equipped to take on leadership roles in a variety of settings. Whether working to develop new energy technologies, advising on policy and regulatory matters, or leading initiatives within governmental and nongovernmental organizations, Double Dawgs alumni will have the interdisciplinary knowledge and skills needed to drive progress in the ever-changing energy landscape.

The program鈥檚 select cohort and forward-thinking approach leads to the cultivation of important relationships. In addition to the core curriculum, students will have access to seminars, workshops and guest lectures from experts in the field, as well as opportunities for internships and assistantships.

快猫短视频 junior Alex Drahos was one of 60 undergraduates from across the nation聽to be selected as a 2024 Truman Scholar, a prestigious award given each year to students who demonstrate academic excellence, outstanding leadership potential, and commitment to a career in government or the nonprofit sector.

Drahos is a Foundation Fellow from Cedar Rapids, Iowa. He is majoring in international affairs, political science and urban studies through the School of Public and International Affairs and the Morehead Honors College.

Drahos is UGA鈥檚 22nd Truman Scholar since the program began in 1977. The Truman Scholarship provides funding for graduate studies and opportunities for training, internships and fellowships. This year鈥檚 Truman Scholars were selected from 709 candidates who were nominated by 285 colleges and universities.

鈥淭he 快猫短视频 is immensely proud of Alex for becoming our institution鈥檚 22nd Truman Scholar,鈥 said President Jere W. Morehead. 鈥淗is achievement represents the boundless potential of our students to use their UGA education to develop solutions to some of the world鈥檚 greatest challenges.鈥

After graduating from UGA in 2025, Drahos plans to pursue a master鈥檚 degree focusing on urban innovation and the built environment. He wants to use this knowledge to create human-centered cities.

Drahos was a development intern for Reimagining the Civic Commons, a national initiative that supports strategic investments in urban assets to foster social engagement, equity and economic development. He used AI software to summarize 11,000 federal earmarks to inform legislative priorities and analyzed digital data to create marketing strategies.

He was a program manager for the Center for Advancing Innovation, a nonprofit focused on technology transfer and commercialization in biotechnology, artificial intelligence and quantum computing. He helped coordinated a nine-partner, $75 million grant program to launch 75 biotech and AI startups.

鈥淎lex is a dynamic thinker, and we are so proud that he has been named a Truman Scholar,鈥 said Meg Amstutz, dean of the Morehead Honors College. 鈥淗is investment in public service and in building better futures for communities across our nation is truly inspiring.鈥

Drahos鈥 interests at UGA stretch across campus. He is the managing editor of the Georgia Political Review, plays cello in the Chamber Music Society and serves as a team lead in the UGA Student Industry Fellows Program.

He conducts research with Andrew Owsiak, a Meigs Distinguished Teaching Professor in international affairs, studying hate crimes in post-conflict societies in Northern Ireland and the United Kingdom. He received a CURO Research Award to support his research and presented his work at the 2023 CURO Symposium. The study is expected to be published in 2025.

Drahos was named a Sam Nunn Scholar for his work as a Security Leadership Program Fellow in the UGA Center for Trade and International Security. He was executive chair of the UGA Active Learning Ambassadors and a housing affordability analyst through the Arch Policy Institute, a student-run nonpartisan policy think tank.

Drahos is currently studying abroad at Istanbul Technical University in Istanbul, Turkey.

This year, five individuals were awarded with the annual 快猫短视频 Teaching and Research Awards. These awards are presented by the school and acknowledge the hard work and commitment our faculty and students have contributed throughout the academic year. This year鈥檚 winners include:

快猫短视频 Research Award Co-winners: Ryan Powers & Geoff Sheagley

Ryan Powers is an Assistant Professor in the Department of International Affairs and a Faculty Fellow with the Center for International Trade and Security. Dr. Power鈥檚 main research theme concerns support for international cooperation in the area of political economy. In the past three years he has published eight refereed articles. In the past year alone, these include articles in the top-ranked International Studies Quarterly (the flagship journal of the International Studies Association), American Journal of Political Science (a top-three general journal), and World Politics. He has secured grants from the Carnegie Corporation and the Stanton Foundation. Since 2013, he has been a Principal Investigator on the highly influential Teaching, Research, and International Policy Project (TRIP) at the Global Research Institute at William & Mary. This project has had a tremendous impact on the field of International Relations and has gained a great deal of attention in Foreign Affairs and the Monkey Cage.

Geoff Sheagley is an Associate Professor of Political Science. Dr. Sheagley is a recognized leader in research on political psychology and experiment-based methodologies. Over the past three years, he published eight refereed articles that have addressed multiple questions surrounding representation, elections, and partisanship that hold particular relevance for understanding American politics in the current context. He has also challenged existing understandings about research design. We can expect his research in that area to have a major impact on the field by reshaping the way survey experiments are conducted. Most notably, in just two and a half years, Sheagley has published four articles in the 鈥渢op 3鈥 general interest political science journals: American Political Science Review, American Journal of Political Science (twice), and the Journal of Politics 鈥 a remarkable feat.

 

快猫短视频 Teaching Award: Harrison Frye

Harrison Frye is an Assistant Professor in the Department of Political Science. Dr. Frye has taught five different political theory courses at the undergraduate level and a graduate seminar on Problems in Political Philosophy. He has an exceptional ability to engage and stimulate students. He fosters an open and inclusive classroom environment that facilitates robust but reasoned debate. As one student wrote: 鈥淒r. Frye is truly one of the best professors at this university. He fostered curiosity and true learning in a way I had not experienced until I took his class. Every day we would come to class and we had the opportunity to talk through ideas, to push the bounds of our thinking, and to ask questions. Dr. Frye is the embodiment of a good teacher, and this university is lucky to have him.鈥 Pushing the boundaries of thinking in a safe, inclusive environment is a hallmark of Professor Frye鈥檚 teaching. So is his writing-intensive approach to learning. As another student wrote, Professor Frye 鈥渆ncouraged me to be a better student, writer, speaker, and thinker 鈥 invaluable skills that will undoubtedly stay with me for life.鈥 Harrison Frye is a teacher鈥檚 teacher who fosters learning through structured argumentation and logic 鈥 an effective approach that his students will remember for the rest of their lives.

 

快猫短视频 Non Tenure Track Teaching Award: Gulcan Saglam

Gulcan Saglam is a Lecturer in the Department of International Affairs. Dr. Saglam is an effective, engaged, and innovative Lecturer. Since arriving at 快猫短视频 in the fall of 2019, she has taught 32 sections of eight courses from 鈥淚ntroduction to International Relations鈥 to a range of upper-level courses on Global Issues, Population, Immigration, and Research Design and Quantitative Analysis. She strives to engage students and has flipped the classroom format in all of her courses. She also makes a conscious effort to relate course material to students鈥 everyday lives and endeavors to create an inclusive learning environment in all her classes. Student comments are overwhelmingly positive. As one student wrote: 鈥淧rofessor Saglam was nothing short of amazing. 鈥 I haven’t had a teacher better prepare a course than she did.鈥 Another wrote: 鈥 Professor Saglam is easily one of the best professors I have encountered so far at UGA. She is extremely passionate about the topics we discuss in class and gives work that gives us a lot of outside knowledge and views in order to formulate our own opinions on the issue.鈥 Dr. Saglam has been deeply involved in her department鈥檚 DEI efforts and is currently the faculty advisor of the 快猫短视频 Honor Society of Diversity, Inclusion, and Equity. She is a truly outstanding Lecturer.

 

快猫短视频 Graduate Teaching Award: Matthew Rains

Matthew Rains is a PhD student in International Affairs. Matthew Rains has taught a range of upper-level International Affairs classes including Peace Studies, International Organizations, and Modern Warfare. He emphasizes active learning and inclusion in his classes. Students highlight his preparation, organization, passion for the subject, and concern for the students. As one student wrote: 鈥淚 love the way this class was set up. It was straight forward, got to what I needed to know, and facilitated useful, thoughtful discussion I had not experienced in other “discussion” classes. Professor Rains is enthusiastic, knowledgeable, and a talented instructor. All assignments and readings were extremely helpful and served a clear purpose – which was refreshing. Most readings were challenging enough to warrant progress, but not too difficult to understand. Easily one of the best courses I’ve taken at UGA!鈥 Another wrote: 鈥淚 think he did an amazing overall job with organizing and executing every aspect of this course.鈥 Matthew Rains exemplifies outstanding teaching by graduate students.

快猫短视频 alumna Sophia 鈥淪ophy鈥 Macartney (AB 鈥22) was named a spring 2023 Scoville Fellow. The Herbert Scoville Jr. Peace Fellowship was established in 1987 to recruit and train the next generation of policy and advocacy leaders on international peace and security issues.

Sophy graduated from UGA in December 2022 with degrees in International Affairs from the School of Public and International Affairs (快猫短视频) and Sociology from the Franklin College of Arts and Sciences. In addition, she earned a Certificate in Global Studies and a Minor in Portuguese.聽聽

Scoville Fellows contribute to their host institutions through research, writing, and multimedia advocacy activities. Sophy has chosen to spend her fellowship with the Center for Arms Control and Non-Proliferation, working on developing an export controls and sanctions program. She will also be planning and chairing an export controls congressional briefing to be held in the summer.聽

鈥淢y attraction to public service stems from my desire to take initiative in problem-solving to help others,鈥 said Macartney. 鈥淏eing a Scoville fellow is allowing me to pursue my dreams of peacebuilding through policy approaches of nuclear energy development that emphasize the importance of second-order effects, sustainability of international agreements, and emerging technology.鈥澛

While finishing her degree this fall, Sophy worked as a Student Co-Op in the Acquisition Management Division of the U.S. Nuclear Regulatory Commission. In this role, she completed an immersive apprenticeship training for Contract Specialists and gained direct experience working through the contract lifecycle. She was selected to aid in the escorting and execution of the NRC-organized Nuclear Threat Reduction Conference that hosted a delegation of Brazilian nuclear agencies. Not only did the event provide a connection to her Brazilian background and Portuguese language training, it also provided Sophy a front row seat to policy discussions around sustainability, peaceful nuclear energy advocacy, and relationship building through nuclear energy development.

In 2021, Macartney was selected as a fellow in 快猫短视频鈥檚 Center for International Trade & Security鈥檚 Richard B. Russell Security Leadership Program. This year-long program for students pursuing careers in national and international security provided Sophy professional training in policy writing and analysis of security issues related to nuclear non-proliferation, energy security, and human security. Through the program, she developed an original independent research project titled 鈥淣aming and Shaming: How does regime type affect terrorist organization designation?,鈥 which analyzed lists of designated terrorist organizations from the US, Russia, and the UK. She presented her findings at the 2022 快猫短视频 Undergraduate Research Colloquium.

On campus, Sophy was a Scholar in the Portuguese Flagship Program, as well as a member of the Redcoat Marching Band. She is a member of Phi Beta Kappa and a Zell B. Miller Scholarship Recipient.聽

Dr. Amanda Murdie, Department Head of International Affairs and Georgia Athletic Association Professor of International Affairs, has been named the 2023 Karl Deutsch Award recipient by the International Studies Association. .

Dr. Murdie is the past editor-in-chief of International Studies Review and co-editor of the 快猫短视频 Press Studies in Security and International Affairs Book Series. Dr. Murdie studies International Relations, specializing in the behavior of international non-governmental organizations (INGOs) and their interactions with states, local populations, and intergovernmental organizations (IGOs). Most of her work is in the areas of human security, human rights, conflict processes, and development. She has published over fifty articles and book chapters in such journals as Journal of Politics, British Journal of Political Science, and International Organization. Dr. Murdie has worked with both the policy and the NGO communities to develop new quantitative measures that capture the power of human security INGOs and track the spread of human security norms among non-state actors.

Dr. Justin Conrad, the Gary K. Bertsch Director of the Center for International Trade & Security (CITS) and Associate Professor of International Affairs at 快猫短视频 has received a joint appointment to the Savannah River National Laboratory (SRNL), which is the first joint appointment that SRNL has had with the SPIA.

These prestigious appointments are offered to scholars and practitioners in an effort to bridge resources and build collaborative opportunities between academic institutions and national laboratories. 鈥淎cademics at a university receive an appointment to a lab to apply a certain kind of expertise in the lab, while lab employees may be placed in a university setting where they can collaborate with faculty on mutually beneficial projects,鈥 says Dr. Conrad.

SRNL is one of seventeen national laboratories and is a multi-program national laboratory with an annual operating budget of ~$400M and is a leading research and development institution for the Offices of Environmental Management and Legacy Management at the U.S. Department of Energy as well as the Weapons and Nonproliferation programs for the National Nuclear Security Administration. SRNL鈥檚 mission areas include Environmental and Legacy Management, National Security and Science and Energy Security.

鈥淭his has been a long time coming,鈥 says Dr. Conrad. 鈥淚t just makes so much sense that an organization like CITS that already works with the national lab system and the DOE on nuclear issues should be partnering with this well-established, national lab that鈥檚 right down the road in Aiken, SC.鈥

There is an abundance of opportunity for UGA to contribute to the lab鈥檚 mission and to also assist in the educational focus of the university. Dr. Conrad explains, 鈥淭his joint appointment formalizes a lot of the work we鈥檝e already been doing, but it is an even greater chance to help the lab grow its national security and environmental management portfolio.鈥 CITS is able to connect the lab to research experts on campus, particularly in SPIA. In addition, workforce development arrangements are being made, providing internship and post-grad opportunities for UGA students. The laboratory benefits from the top talent coming out of UGA while students receive hands-on experiential learning opportunities that provide a baseline of technical knowledge in energy security, weapons of mass destruction and nuclear management.

The relationship with SRNL began in 2020 when UGA was awarded a contract from the Department of Energy, along with four other universities, to manage the lab (). 鈥淭he estimated value of the contract is $3.8 billion over the course of 10 years if all options are exercised鈥 (UGA Today). 鈥淕iven CITS鈥 historic focus on nuclear proliferation, nuclear security, and energy security, we contributed to the proposal,鈥 says Conrad, which was a milestone in the UGA-SRNL relationship.

鈥淥ut of all the labs, SRNL is the gold standard for engaging with regulators and the public, setting best practices for the entire lab system, especially in nuclear waste and environmental management,鈥 says Conrad. Because of this, SNRL is working to help other laboratories improve collaboration and communication within their individualized ecosystems. Earlier this year, the lab announced their new (RCE), 鈥渃harged with helping [Emergency Management] and others manage complex issues involving science, government and communications.鈥 () Dr. Conrad advised on the creation of the RCE, which has further strengthened the relationship between SRNL and UGA.

Going forward, Dr. Conrad hopes this appointment will unite resources and tackle tough issues. A top issue is how various energy resources can play a role in our nation鈥檚 future energy needs. This is impacted by both international trade and emerging nuclear technology, two areas in which CITS specializes. This also ties in to what CITS and 快猫短视频 have been doing to support UGA鈥檚 Electric Mobility Initiative, spearheaded by S. Jack Hu, the university鈥檚 senior vice president for academic affairs and provost. 鈥淭hat鈥檚 right in our wheelhouse – we are looking at how we can ensure a reliable and sustainable supply of energy as the world seeks to reduce or eliminate carbon emissions,鈥 says Dr. Conrad.

The collaboration required for this historic appointment has been overwhelming and speaks to the power of diverse agencies working together toward common goals. 鈥淯GA鈥檚 Savannah River Ecology Laboratory is located at the site and has a long history of collaboration with SRNL. They were very helpful in making this happen,鈥 says Dr. Conrad. In addition, the Provost鈥檚 Office, UGA鈥檚 Office of Research, and 快猫短视频鈥檚 Dean and Department of International Affairs have supported the appointment every step of the way. Dr. Conrad鈥檚 appointment began on July 1st of this year.
