The 2023 ESRA (Election Science, Reform, and Administration) Conference was hosted by 快猫短视频 and the Department of Political Science at the Georgia Center from May 31st to June 2nd. ESRA is a unique conference that brings together both academics and practitioners (state and local election officials and representatives from the non-profit sector) to discuss and analyze vital issues related to improving the quality of elections. The three-day conference included approximately 140 attendees from across the United States who participated in twelve panels and two poster sessions. Notable appearances included keynote speaker Georgia Secretary of State Brad Raffensperger and UGA political science alumnus and Georgia Secretary of State Chief Operating Officer Gabe Sterling.

Ronnie Kurtz (AB 鈥15, MPA 鈥15) wears multiple hats at his day job as the Director of Planning and Community Development at the City of Grovetown, Georgia. Between managing policy strategy for the department and overseeing a dynamic team, a typical day could include handling code enforcement cases, drafting new zoning ordinances, holding public hearings, supervising building inspections, and overseeing daily personnel tasks. His role in local government is one that affords the opportunity to participate in an array of responsibilities and work closely with the public on a daily basis. As a Master of Public Administration (MPA) graduate, he credits his professional success to the program鈥檚 rigorous academic foundation, public service perspective, and the robust training in communications and critical thinking. 鈥淭he program really prepared me for a variety of situations that come my way in my current role,鈥 Kurtz remarked.

Starting at UGA with AP course credits from high school, Ronnie had the opportunity to graduate early. Instead, he utilized his time at the university by focusing on obtaining the MPA degree within the normal four years of study. He was particularly drawn to the program鈥檚 practical applicability. 鈥淚t was consciously focused on developing practitioners in the field immediately,鈥 he explains, and the initiatives that emphasize bringing trained public administrators to rural, local governments was something that spoke to him. This has led to his current involvement in developing and growing the David E. Ralston Small and Rural Communities Fund.

Ronnie explains about how he came to love small-town government, which wasn鈥檛 always the case. He talks fondly of his time in the Washington Semester Program in D.C. when he interned with Johnny Isakson and says, 鈥淭o this day, the Washington Semester Program holds some of the fondest memories of my life. Being able to see this institution that you read about in the papers for so many years up close and personal was an eye opening experience.鈥 The time in the capitol also showed him the difference between federal government work and being the boots on the ground in a small town. 鈥淚 saw how removed one could be from the day-to-day people, and it made me critically think about where and how I wanted to make my impact getting out into the world.鈥 It brought him back again to the idea of making a larger impact within a smaller community.

Now, as a new Board of Alumni member, Ronnie is using his knowledge and skills to give back to the UGA 快猫短视频 community. Moving to the City of Grovetown after living his entire life in the metro Atlanta area, he was transplanted somewhere that he didn鈥檛 know anyone. He found though that he was immediately welcomed by UGA Alumni as a friend and as a family member. They helped with the transition into the professional realm and made introductions so he was able to start feeling more at home in his new community. 鈥淚 realized how powerful the UGA community is. Joining the board is my way of watering that tree so it grows for the next generation.鈥 Inspired by his alumni mentors, such as GA State Representative Barry Flemming and Columbia County District Attorney Bobby Christine, Ronnie is ready to support students and new alumni the way he felt supported by those that came before him. Furthermore, he feels particularly blessed to have had the guidance of Jessica Hunt, Dr. David Williams, and the Foundation Fellowship Program during his time on campus. 鈥淚 want to thank them for the support they provided me at the time that I was at the UGA. It will forever be appreciated and will not be forgotten. Serving our University is the least I can do!鈥

According to Ronnie, the best advice for students, especially those graduating next month, is: Don鈥檛 Be Afraid To Fail. 鈥淭hat鈥檚 what your twenties are about. It鈥檚 better to do something than nothing.鈥 He shares an explanation of one of his favorite quotes from John Q. Adams, who equates life to a staircase when he said, 鈥淎ll rising to great place is by a winding stair.鈥 Ronnie explains- 鈥淵ou are never going to be on a forward, straight, upward trajectory. You鈥檒l be going left and right, taking steps you didn’t know you鈥檒l be taking. But as long as you keep moving, life will take you up to where you belong!鈥

This year, five individuals were awarded with the annual 快猫短视频 Teaching and Research Awards. These awards are presented by the school and acknowledge the hard work and commitment our faculty and students have contributed throughout the academic year. This year鈥檚 winners include:

快猫短视频 Research Award Co-winners: Ryan Powers & Geoff Sheagley

Ryan Powers is an Assistant Professor in the Department of International Affairs and a Faculty Fellow with the Center for International Trade and Security. Dr. Power鈥檚 main research theme concerns support for international cooperation in the area of political economy. In the past three years he has published eight refereed articles. In the past year alone, these include articles in the top-ranked International Studies Quarterly (the flagship journal of the International Studies Association), American Journal of Political Science (a top-three general journal), and World Politics. He has secured grants from the Carnegie Corporation and the Stanton Foundation. Since 2013, he has been a Principal Investigator on the highly influential Teaching, Research, and International Policy Project (TRIP) at the Global Research Institute at William & Mary. This project has had a tremendous impact on the field of International Relations and has gained a great deal of attention in Foreign Affairs and the Monkey Cage.

Geoff Sheagley is an Associate Professor of Political Science. Dr. Sheagley is a recognized leader in research on political psychology and experiment-based methodologies. Over the past three years, he published eight refereed articles that have addressed multiple questions surrounding representation, elections, and partisanship that hold particular relevance for understanding American politics in the current context. He has also challenged existing understandings about research design. We can expect his research in that area to have a major impact on the field by reshaping the way survey experiments are conducted. Most notably, in just two and a half years, Sheagley has published four articles in the 鈥渢op 3鈥 general interest political science journals: American Political Science Review, American Journal of Political Science (twice), and the Journal of Politics 鈥 a remarkable feat.

Harrison Frye is an Assistant Professor in the Department of Political Science. Dr. Frye has taught five different political theory courses at the undergraduate level and a graduate seminar on Problems in Political Philosophy. He has an exceptional ability to engage and stimulate students. He fosters an open and inclusive classroom environment that facilitates robust but reasoned debate. As one student wrote: 鈥淒r. Frye is truly one of the best professors at this university. He fostered curiosity and true learning in a way I had not experienced until I took his class. Every day we would come to class and we had the opportunity to talk through ideas, to push the bounds of our thinking, and to ask questions. Dr. Frye is the embodiment of a good teacher, and this university is lucky to have him.鈥 Pushing the boundaries of thinking in a safe, inclusive environment is a hallmark of Professor Frye鈥檚 teaching. So is his writing-intensive approach to learning. As another student wrote, Professor Frye 鈥渆ncouraged me to be a better student, writer, speaker, and thinker 鈥 invaluable skills that will undoubtedly stay with me for life.鈥 Harrison Frye is a teacher鈥檚 teacher who fosters learning through structured argumentation and logic 鈥 an effective approach that his students will remember for the rest of their lives.

 

快猫短视频 Non Tenure Track Teaching Award: Gulcan Saglam

Gulcan Saglam is a Lecturer in the Department of International Affairs. Dr. Saglam is an effective, engaged, and innovative Lecturer. Since arriving at 快猫短视频 in the fall of 2019, she has taught 32 sections of eight courses from 鈥淚ntroduction to International Relations鈥 to a range of upper-level courses on Global Issues, Population, Immigration, and Research Design and Quantitative Analysis. She strives to engage students and has flipped the classroom format in all of her courses. She also makes a conscious effort to relate course material to students鈥 everyday lives and endeavors to create an inclusive learning environment in all her classes. Student comments are overwhelmingly positive. As one student wrote: 鈥淧rofessor Saglam was nothing short of amazing. 鈥 I haven’t had a teacher better prepare a course than she did.鈥 Another wrote: 鈥 Professor Saglam is easily one of the best professors I have encountered so far at UGA. She is extremely passionate about the topics we discuss in class and gives work that gives us a lot of outside knowledge and views in order to formulate our own opinions on the issue.鈥 Dr. Saglam has been deeply involved in her department鈥檚 DEI efforts and is currently the faculty advisor of the 快猫短视频 Honor Society of Diversity, Inclusion, and Equity. She is a truly outstanding Lecturer.

 

快猫短视频 Graduate Teaching Award: Matthew Rains

Matthew Rains is a PhD student in International Affairs. Matthew Rains has taught a range of upper-level International Affairs classes including Peace Studies, International Organizations, and Modern Warfare. He emphasizes active learning and inclusion in his classes. Students highlight his preparation, organization, passion for the subject, and concern for the students. As one student wrote: 鈥淚 love the way this class was set up. It was straight forward, got to what I needed to know, and facilitated useful, thoughtful discussion I had not experienced in other “discussion” classes. Professor Rains is enthusiastic, knowledgeable, and a talented instructor. All assignments and readings were extremely helpful and served a clear purpose – which was refreshing. Most readings were challenging enough to warrant progress, but not too difficult to understand. Easily one of the best courses I’ve taken at UGA!鈥 Another wrote: 鈥淚 think he did an amazing overall job with organizing and executing every aspect of this course.鈥 Matthew Rains exemplifies outstanding teaching by graduate students.

As Georgia’s flagship university, UGA has an institutional commitment to serve the state’s small and rural communities. 快猫短视频’s approach is to engage directly with state and local governmental and nonprofit organizations, and to place students at the center of this engagement. Through its highly ranked Master of Public Administration (MPA) program, 快猫短视频 seeks to simultaneously serve rural Georgia and promote the skills and training of its students who will serve the needs of Georgia’s 118 counties聽 that have fewer than 50,000 residents. In addition, 快猫短视频 seeks to encourage and enhance access to UGA and to increase enrollment of students from these communities.

The David E. Ralston Small and Rural Communities Fund supports these aims. Gifts to this fund create a perpetual endowment to provide support for students and activities that enhance partnerships between 快猫短视频 and small and rural communities throughout Georgia. Examples of support include: internship stipends for MPA students to travel to and work in small communities in Georgia; scholarships for students hailing from these communities; and support for recruitment activities aimed at increasing enrollment of students from these communities.

While writing policy briefs for his current employer, Congresswoman Nikki Budzinski, Shallum Atkinson, M.Ed. (AB 鈥17) also spends time in the lecture halls of George Washington University鈥檚 law school. Shallum鈥檚 role as the Senior Policy Advisor in Congresswoman Budzinski鈥檚 office has provided him the opportunity to analyze current policy norms and curate solutions for some of the most challenging issues we hear about today.

Before working in his current role, Shallum began his D.C. career path during an internship as a UGA undergraduate with Congressman David Scott. 鈥淭he experience developed my love for public service,鈥 says Atkinson. While always knowing he wanted to attend graduate school and law school, after his experience with the Washington Semester Program, he saw how public service was unique and allowed him to be involved in what was happening in government. 鈥淚 saw the opportunities and didn鈥檛 want to give those up.鈥

Originally from New York, Shallum moved to Georgia in middle school and attended UGA where he received a degree in political science. He was one of the first in his family to go away to college and was the first child to graduate from a 4-year university. During his time on campus, the one thing Shallum says that really connected him was his on-campus job. 鈥淢y entire experience with UGA from the first semester until the day I left campus, I worked at Ramsey for the IM sports and rec department.鈥 He said the experience allowed him the opportunity to connect with so many different people and interact in a way that was incredibly fun to be a part of. 鈥淚 didn’t know how I was going to find my footing at such a large school. It was something that made UGA home for me right out the gate.鈥

He also felt a special connection to 快猫短视频 thanks to one of his favorite professors, Brittany Bramlett. 鈥淪he was always phenomenal. She kept me grounded. More than just lecturing to us, she was always checking on me to make sure things were going good.鈥 He loved going to her class to learn more about various policy topics and participate in discussions on philosophical questions related to the role of government. 鈥淪he develops her students unbelievably well,鈥 says Shallum, and they continue to keep in touch to this day with Professor Bramlett being a mentor and advisor throughout his career.

Returning to UGA as a 快猫短视频 Alumni board member, Shallum is looking forward to continuing his legacy of public service. 鈥淚t鈥檚 a place where I can make the most impact,鈥 he says and is looking forward to increasing funds for 快猫短视频 student activities and experiences. 鈥淚 know what opportunities come with being a 快猫短视频 student, and it will be more personal when we can increase fund goals.鈥 He speaks about the importance of having a broad understanding and perspective of who the board is serving. 鈥淥ne of my goals in everything- make sure the appropriate ideas and personalities are at the decision-making table.鈥

Some of his best advice for students, especially those debating whether they want to pursue an advanced degree, is to 鈥渢ake a gap year.鈥 After graduating with his undergraduate degree, he worked before deciding to complete a master degree. Now, while working, he is back in law school again, because that aligns with his current career goals. He made both those decisions though after having spent time in the workforce gaining valuable experience. He explains that 鈥済oing to work first helped me decide each time. Try out what you want to do. Try different things. Then decide if you want to go back.鈥

Loch K. Johnson, Regents Professor Emeritus of Public and International Affairs at the 快猫短视频 and a former senior aide to the chair of the Church Committee, weighs in on a new subcommittee created by Republican lawmakers to investigate the U.S. intelligence community. Originally dubbed the 鈥淪elect Subcommittee on the Weaponization of the Federal Government,鈥 GOP lawmakers have taken to simplifying the name in honor of the 1970鈥檚 committee led by Senator Frank Church, calling it the new 鈥淐hurch Committee鈥 now led by Congressman Jim Jordan (R-Ohio).

Johnson, a former senior aide to Sen. Church, was one of the first to provide insight into the new committee, its motivations, and how there are obvious differences between the two in his article published last year in . Meet one of our new faculty members, Dr. Bryan Barber, Lecturer of International Affairs.

What attracted you to UGA?
快猫短视频 is a large community of experts on politics and international affairs, and I wanted to contribute my humble sliver of expertise to this community. Additionally, I had always loved visiting the state of Georgia, and am particularly fond of its history and nature.

Where did you grow up?聽
Oklahoma City OK

What was your favorite part of your college experience?
It was meeting classmates and professors from all over the world, and with all sorts of experiences.

What is your favorite food?
chicken parmigiana

Please tell us one fun fact about you.
For several years, I competed as an amateur sumo wrestler.

What is one goal you have for yourself for the next year?
In the next year, I’m planning to design and hopefully implement a new human security study abroad course to Japan for UGA students.

What do you consider your greatest accomplishment?
It was publishing my book, Japan’s Relations with Muslim Asia. I’m proud to have filled a gap in the literature on a significant relationship in international affairs. If anyone wants to research Japan and the Muslim world, they inevitably will encounter my book as an essential source, and I’m proud to make such a mark in the field.

Who inspires you in your research or career?
My doctoral advisor, Dr. Mohaiddin Mesbahi. He has always encouraged me with my career, and beyond that he is an incredibly gifted lecturer.

If you could have one superpower, what would it be?
I always wanted to be able to turn red stop lights green at will.

What advice do you have for 快猫短视频 students?
Never hesitate to seek your professors out, even just for a chat. Don’t forget that you are the client, and we provide the service for you. It is up to you how much you want to get out of this service.

Earlier this year, the 快猫短视频 announced the 2022 40 Under 40 honorees. The winners include 7 graduates with 快猫短视频 degrees. 40 Under 40 celebrates young alumni leading the pack in their industries and communities. Learn more about our Honoree聽Grant Thomas, Director of the Governor’s Office of Health Strategy and Coordination.

What was your favorite 快猫短视频 class or favorite 快猫短视频 professor?
This is a difficult question to answer since 快猫短视频 is so fortunate to have a deep bench of strong faculty members. If I have to pick one, I will say Dr. Charles Bullock. I joke sometimes that I really majored in “Bullock” instead of Political Science due to the fact that I earned 30 credit hours from Dr. Bullock on my transcript after having completed two courses and two internships. Dr. Bullock is a living encyclopedia on Georgia politics, and I always was learning something new every day in his classes. He is also knows a large number of legislators, lobbyists, and staff at the Capitol because he taught many of them when they were students at UGA. His commitment to connecting current students with alumni through internship and mentoring opportunities is invaluable.

What was your favorite study spot as a student?
Miller Learning Center (MLC). Or, the SLC as we called it when I was a student.

What obscure thing are you talented at?
Impersonations. People have told me that I can do very good impersonations of people. Additionally, I have been told I have an innate ability to remember and retain obscure political facts and history.

What is one weird fact or tidbit that you still remember from school?
Upper classmen telling underclassmen at UGA that it was incorrect and improper to call the MLC the MLC. Instead, it was the Student Learning Center (SLC).

What one superpower would you give to everyone in the world? How would the world change?
I am reading the book now, “The Ruthless Elimination of Hurry” by John Mark Comer. I think the main theme and premise of that book will inspire my response to this question. Even though technology has evolved over time and we can do things and complete tasks faster than ever before, we have less time than we have ever had. Why? Because we have replaced that saved time with other things. We are all busy, and this has led to most people feeling like they have to “hurry” through everything. When we are constantly hurrying, we lose the ability to live in the moment and be present with others around us. Our relationships are in turn adversely impacted. While it may not sound like a superpower, I would give everyone the power to live in the present and moment and resist the urge to hurry. Our relationships with friends, family, colleagues, and those around us would be much more meaningful and fruitful as a result.

Where鈥檚 the next place on your travel bucket list and why?
I have a goal of visiting every presidential library and attending a game at every MLB baseball stadium. So far, I have visited seven out of 13 open/existing presidential libraries and 14 out of 30 MLB baseball stadiums. So, the next place would be where one of these stadiums or libraries are located. I have these goals because I am passionate about both politics and sports.

What is one piece of advice you have for current 快猫短视频 students?
Relationships. Take the time and be intentional about developing and nurturing meaningful relationships. Success academically is important, but arguably even more important is your relationships with other people. Relationships with your peers and fellow students, relationships with faculty, and relationships with mentors in your future line of work/industry are critical for your success as a student and being successful in your career. You never know where someone may end up so treat everyone with dignity and respect. #1 because it is the right thing to do, and #2 because you never know when you might need to call upon someone for help. In order to do this, it is critical to slow down and minimize the urge to “hurry” through life.

In the years since the COVID-19 pandemic took hold of the world in early 2020, thousands of studies have been conducted on topics ranging from misinformation to work-life balance. One of the first researchers to study public policy issues surrounding COVID-19 was Dr. Shane Singh, Professor and Director of Graduate Studies in the Department of International Affairs at the School of Public and International Affairs at the SPIA.

In early 2020, Dr. Singh and his colleague, Jaroslav Tir, were deeply immersed in a research project when they were asked by peer reviewers to . The timing was perfect for them to expand the focus of their research to ask a new question: does exposure to information about the COVID-19 virus affect behaviors that are associated with public cooperation?

鈥淭his was an add-on to the other issues we were studying,鈥 says Dr. Singh. 鈥淢y colleague and I were stepping out of our boundaries since neither of us are public health researchers.鈥 However, they recognized the unique opportunity they had to study the pandemic at such an early stage, and the findings were surprising.

Dr. Singh and his colleague hypothesized that people who learned about the devastating effects of the coronavirus pandemic would be more likely to make decisions that would help keep the rest of society safe. The experiment was conducted in April 2020 and consisted of survey data from around 700 individuals in India. Respondents read mock news stories and then answered a series of questions. Some respondents read a story unrelated to COVID, while others read a story about the impact of the virus.

The hypothesis was that those exposed to information about COVID would become more amenable to prosocial behavior, such as wearing masks, getting vaccinated, and staying indoors. However, Dr. Singh found that was not the case.

鈥淧eople who were exposed to information about this threatening virus were less likely to behave in a prosocial way,鈥 says Dr. Singh. Instead of adopting a 鈥榳e鈥檙e all in this together鈥 mentality, people who read articles about the impact of COVID-19 were less likely to behave in a way that benefited the common good.聽

In subsequent studies on the same topic, people had more time to develop a better understanding of the scale and severity of the virus. Dr. Singh鈥檚 research was conducted before most people understood the severity of COVID and provided an early explanation of people鈥檚 reluctance to certain safety measures like social distancing and mask wearing.

鈥淭he research gave us information about how people reacted to the COVID threat in the early stages of the pandemic,鈥 Dr. Singh says

Prosocial behavior could be expected after exposure to viral threat because citizens are known to rally around one another or a common interest when exposed to a violent threat. When studying terror attacks and threats to national security, for example, scholars often see groups rally around a flag or come together to support leaders. However, the COVID pandemic had a different effect on society.

鈥淚鈥檓 cautious to generalize too much from this,鈥 says Dr. Singh. However, he points out one reason for the unanticipated findings may be the lack of a tangible object to rally against in the situation of a viral or biological threat. 鈥淵ou don鈥檛 get this pro in-group bonding. There is no 鈥榰s versus them鈥 mentality because there鈥檚 no 鈥榯hem鈥 in this case.鈥澛

There is still more to learn about how the coronavirus affected, and continues to affect, certain individuals and groups. While we aren鈥檛 completely sure why people who were provided information about this threatening virus were less likely to behave in a prosocial way, Dr. Singh鈥檚 early research helped pave the way for additional studies in this area and may even provide a glimpse of what to expect should the world be presented with a similar situation in the future.
